"a file could not be created?" HELP

i am running dell inspiron with compatible spec for PCSx2 and when i'm trying to run final fantasy x, the program said:

a file could not be created
path D:\bios\scph39001.nvm

can anyone help me ?
it works fine on my PC with the same setting. i have downloaded and placed the BIOS although i downloaded the BIOS from different web.

i also tried running as administrator. but there is no difference.
