ace combat zero menus

[gaia_ace]

in ace combat zero i cannot manipulate the "upper" menus (i.e the ok/cancel menu in the store) while the lower menu (plane/special weapon selection) works fine 
am i being an idiot and missing the obvious or is this a actual problem?
