There's a "Combo" function in TwinPad that might be what you're looking for:

Ok i give up no matter how i configure it it just won't rotate fast enough.

EE must be too busy to give IOP full attention, just a hunch.
More than one game seem to rely in the stick rolling fast... two come to mind immediately, FFX Lulu's overdrive and Suikoden IV lottery.
