Your rig can run this perfectly fine-but with that 2.3 GHz you might consider overclocking to atleast/around 2.7-2.8 GHz.

Even with my rig I can get around 49-57 FPS with the GSDX plugin. (Besides the arena level which is a b****).
My PC:

AMD Phenom II X6 1055TT
ATI Radeon Viper HD4870 OC
4GB OCZ Platinum DDR3 1600MHz
MSI 890GXM-G65
23" Sceptre X23WG

At what FPS? Can my PC handle it above 50+ FPS in battles?

the only thing that will probably let you down is your g-card. quite a difference between 9500gt and 9600gt

Take care that only Dual Core is supported on this emulator, not Quad Core. It will run quite good still, but maybe with some slowdowns here and there.

And about video card it's just ATI card published by Asus.
