can i run with a decent speed

Hallo everyone,how are you?i want to emulate tenkaichi 3 on my pc but ir run at 30 fps.Why?can i run at decent speed if i overclock my cpu and vga?
system:
amd athlon 64 x2 5000+ 2.6 ghz
1 gb ram
geforce 8400 gs
windows xp sp3

That video card is likely limiting it's bandwidth

If you're using GSDX plugin, while running a game in the windowed mode please look the top right at the statistics. If you see the second (the right one) percent counter show more than 85% - you may be limited by your GPU and you could get more FPS by overclocking it (hardly I think with 8400) or changin' to something better.

And basically, 2.6 athlon is weak for pcsx2.

Have you enabled all the speed hacks?
Enable NATIVE option in GSdx also enable the dual core options in CPU config.
Try using the VU skip option too.
