First of all, can you post your emlog? Also, what GPU do you have? I've seen that your CPU surpasses the 1500 mark in single-thread performance so it should be suitable for most game, but especially for Need For Speed, it requires a higher mark.
PC Specs:
PC: HP Omen 15 dc-0051nr laptop
CPU: Intel i7-8750H (2.2 GHz up to 4.1 GHz)
RAM: 16 GB
GPU: Nvidia GeForce GTX 1060 Notebook (6 GB)
OS: Windows 10 Pro (64 bit)/Windows 8.1 Pro (64 bit)
Storage: 256 SSD PCi NV M.2+1 TB HDD

He has a R9 so it can be a 280 or 290 I believe the 270 is a R7, not entirely sure.

Okay, I see that now. Since your GPU is from AMD, use DirectX11 Hardware renderer in your Gsdx settings. Running OpenGL in an AMD GPU isn't exactly a good idea to do.

That's nonsense. Really ppl need to stop providing false info. OGL works just fine with AMD it's only slightly slower. For me when I played the Devil Summoner (Raidou Kuzunoha) games the game looked better and it still ran 60fps flat.

What he posted is not false info though.

OGL runs like crap on AMD cards because of ***** drivers. That is a fact.
There's a huge performance difference between OGL and D3D11 for AMD users.
It might be better in newer cards, but on the R9-280 (which I have myself) it's still crap for a lot of games.

Again this isn't entirely true, I mean sure AMD screws up the drivers and haven't fixed them, but that doesn't mean AMD cannot use OGL, I just said that most games run just fine with OGL.

Define 'most games', because that sure as hell isn't the case for me and many others who are using AMD cards.

In particular the games he mentioned playing. (NFS is already a demanding game as it is, same for Tenkaichi 3).
If he was using OGL for those games he will definitely get horrible framerates.
