what does cycle rate/skip not at default means and how to fix it?

Did you at one point messing with the speed hacks in the "System Settings"?
Set the "EE Cycle Rate" back to "100%" and "EE Cycle Skipping" to "Disable".

i don't know how to mess with speed hacks  but its set to that but still runs very slow

Single Thread Rating: 1098, ouch

Your hardware is too weak for the emulator which requires Single Thread Rating score at least 1500 (or near or higher than 2000 for heavy games). Not even amount of speedhack could help you with that.
Looks like you have to play with your real PS2 for the time being.

better use your real console until you can afford a suitable machine

what matters the most for pcsx2 is Single Thread Rating (STR)
to get fair performances, your cpu needs to score at least 2000.
your actual cpu scores around 1000, which is half the power needed : https://www.cpubenchmark.net/cpu.php?cpu...40+1.10GHz&id=3651
