Windows XP doesn't support DX10, You could download the Win 7 RC Beta and use that for DX10.
AMD Phenom II 940 @ 3.6GHZ, 4GB PC8500 @ 1100MHZ, 4870x2 @ Stock.

Translating ......
For a little improvement in performance, and have a better graphics using the Vista,
I suggest the Ultimate 64Bit!
CPU: Athlon 64 +5600 @ 2.8
GPU: ATI PCS 4670 512MB 128Bits (PowerColor)
RAM: 3600Gbs DDR 800
HD: 500Gbs Sata
OS: Windows XP Serve Pack 3
OS2: Windows Vista Ultimate Serve Pack 2

The windows 7 RC is free, Vista's not... And considering 64 bit offers no bonuses on PCSX2, 32 bit's best.

Win7 probably is much better than vista in terms of emulation speed, an if you go 64 you may have some problems running ps2 games, but pcsx2 will give SLIGHTLY better speed. because of the way it seems aero works on wow64 (32bit compatability) give win 7 ultimate a shot on both 32 and 64bit and see what works better for you, then wait and get win 7 if you like the results (I highly unrecommend vista, especially with 7 coming out soon anyway)

There is no difference between Vista and 7 in emulation speed except the situation when AERO is turned on and you're playing in window (who would ever do that?), scince AERO was optimized in 7
