same exact error message... i'm going to move the file to system32 and try again after uninstalling it

AFAIk, that's useless.
Right click->run as admin would be more appropriate

Like i said before,*Make sure you own all permissions needed for your PCSX2 folder.

i'm not getting any messages that permissions are denied, but i will double check the folder properties

my computer asked me to give pcsx2 permission to make changes to my hard drive for a second time after i tried to run it as administrator if that helps? idk
