I've been playing it and I'm supposed to have activated it in the options, 
but I'm not sure if it's only activated when the character is detected by enemies...
is that the only way it's activated?

Can't you check on your real PS2 console ?
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070

Sony's DS2 provided with the console have the rumble feature....

Dualsense can't be used on a Psone either.
