no it isn't.

you just aren't configuring the rumble motors in the button/motor config screen to an available rumble device.

Then your device obviously lacks a DirectInput rumble driver, which is likely the case if you are using an Xbox 360 gamepad (hint: untick dinput and tick xinput) or a generic Gamepad which relies on windows drivers.

well I'm using simple china made dualshock usb controller, and windows 7 automatically picks up it's drivers, so what could be the issue ?

That. the Generic HID Controller driver does not provide rumble.

then recommend me a cheap usb controller which would work with pcsx2 ?
currently i'm using this :

i just saw the product page, it should have come with a driver disk that includes the rumble driver.

the unfortunate thing, is if you have an x64 operating system, its usually either not sufficiently signed or there is no driver for the operating system.
