1600 is usually the lower end of recommended for non demanding titles and 2000+ for demanding ones (higher for some of the edge really demanding things like zone of the enders 2).

In the 2000+ range you can get some value in used going for 4th gen Intel CPUs. There are also some recent (past few years) Pentium CPUs that have good single threaded performance. Or for a more rounded system Ryzen 3 can be had for a reasonable price and will offer more multithreaded performance for other tasks then the Pentiums.
