Actually you cant pin a single speed on how well a game will run, newer cpus make better use of their cycles, meaning more performance per hz of cpu speed. i7's have a lot of stick behind them and can probably do better per clock than a core 2 duo, or a phenom.
what sakraycore said may hold a slight bit of truth, thanks to intels "turbo mode", you will get a clock increase, however this may not be the reason it runs smooth.

Anyways, yeah...the 720QM can only boost to a maximum of 2.8GHz.
Definitely not enough for more CPU demanding games.
And don't even compare emulation to PC games. You run PC games natively on your PC/laptop. To run PS2 games, you need an extra layer of emulation, which adds to the CPU load.

At 3.6ghz I get 38fps in god of war games, without speedhacks(1440x900).

Yes,your processor is slow,PC and PS2 do not have the same architecture.Something that is important for PC isn't important for PS2.It's that simple.You can't play all games with full fps,but you can exmp. final fantasy x with speed hacks
