hardware/software not supported avx2 error?

When I try to apply the avx2 plugin I get a error saying hardware or software is not supported. How do I fix this?

don't use the avx2 version, or upgrade your PC. That's your options

The reason I want to use the avx2 is to fix the "fog" when playing time crisis crisis zone and I watch a youtube vid that said to use the avx2 plugin to fix it. Is there another way to fix the fog issue? What do I need to upgrade to run this?
My pc specs are:
I5 3470
gtx 1650
16gb ram
256 ssd
2 tb hhd
windows 10

update to latest dev build (sse4 version) and stop believing random youtube vids
if you want avx2 instruction set, you need to upgrade your CPU

I don't believe random youtube vids lol but I do test what they say to try to trouble shoot problems sometimes. I thought nuvee plugin doesn't work with the latest dev build? My main reason for using pcsx2 right now is for lightgun games.

That didn't fix it. Its "foggy" when I shoot also the full auto doesn't shoot and I have to pull the trigger multiple times to get it to fire once. This isn't a problem when I play tc2 and 3.
