1 - use latest beta instead.
2 - Right click ->run as admin
3 - stop spamming (it's a forum, not a chat. Bumping after 90 mn is spamming)

You need to update your directx which was the "yes" you clicked intended to tell you, and this is why you got the error after clicking "No" because you have yet to update your directx.

Did you run a PC tweak tool, some optimizer, something called TurboGamer?
It looks like a necessary service isn't running and that usually means something disabled it for a placebo speedup.

get the directx redist instead of the dxweb, try right click ->run as admin on dxsetup.exe
