im trying to play need for speed underground 2 but it wont play at a higher framerate then 30 i have an
I7 processor
nvidia gtx 670m
12 gigs of ram

im useing all default settings dx11hardware

be more specific about which CPU and which version of PCSX2 are you using, also mostly they recommend to post the emulog.txt that you can find in the Logs directory of PCSX2.

that's a known problem.
no machine is able to play this game ATM.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go
