how good of a pc do you need to upscale to 1080p?

so my laptop that i bought from newegg that was 400 bucks runs it fine with 720p native (with graphic glitches i don’t really know how to fix) but once i saw that it could go up to 1080p and above to 4k and switched to 1080p i was like “holy *****, this makes a huge difference” but was a huge dealbreaker when the framerate dropped and lagged, so that kinda ruined it for me and i don’t want to play anything after that.

my specs are: 
  • Intel Core i7 3rd Gen 3520M (2.90 GHz) 

  • 8 GB Memory 120 GB SSD
do i need to go above 2.90 GHz? and what pc’s would you recommend that are under a grand? thx.

While GHz (speed)has influence on emulation, we use single thread (strength).https://www.cpubenchmark.net/singleThread.html. You don't meet minimum requirements for the CPU and the GPU is too weak. I would suggest PCs that meet the requirements for desktops there is pcpartpicker or for laptops google budget gaming laptops.

really? looking at the minimum requirements though for pcsx2 it states a 2.80 ghz and above should be good for it. well if i can get a stable speed at 60fps im not complaining.

Where? Neither here nor on GitHub do we say a certain Ghz. And i don't expect stable speeds at 60 FPS hence the minimum requirements, however all games have different requirements, 2D games or certain 3D games like KH are easy to run even on lower than minimum.

    ah ok, yeah the only ones i tested out are king of coliseum 2, stuart little 3, reservoir dogs, and miami vice (which is completely unplayable due to the framerate) besides that game all of them ran pretty fine, but not as smooth i guess.

Oh you are right, wiki for PCSX2 isn't perfect however this is an issue. It shows the requirements from 4 years ago, anyway you should ignore those. I have changed it but i'll need to revise the page for other information too.
Note that newer versions are heavier due to emulating more effects and doing it more correctly like on the real PS2 HW. Which means older versions or real PS2 will be more manageable in speeds or have better specs.

Mobile CPU's are also different compared to a PC. My laptop has a 6th gen i7 but my old PC's i5 3570k did a way better job emulating PS2 games.

If I want stable performance on my laptop I have to enable High Performance in my power settings, of course that heats up the laptop, but at least I have a good cooler.

In general, it's not really about the ghz, it's about the STP of the cpu.
