Gran Turismo 3 and 4 run better on dev builds so I suggest using them instead.

1.Your cpu is good enough,there is no need for those speed hacks,return the EE and VU to default and enable MTVU and btw I don't know if you read it right,but setting the EE that way,will increase the requirements
2.Uncheck 8 Bit Textures(I don't know if this game needs it)from GSdx and use 2 or 3x scaling
3.Use 16:9 or stretch unless you are using 4:3 monitor
4.Use XAudio2 from the Audio settings and again,don't just enable anything that says "speed up",disable the "Disable Effects Processing" and set the interpolation to 4(you will get less audio stuttering if you enable Async synchronizing mode with almost no negative effects)

And yes,as lightning says,try the beta

ok i changed everything like you said but when i change the 2 to 3x scaling my fps drop. i have to leave it on native to get the fps. Is there something else i can do to get the 2 or 3x scaling to work at full fps?

bama - nvidia cards. A 1050 using openGL would trounce the 6500 series you have in performance.
