Some cheats are persistent even with normal saving, only way to turn it off would be to find another cheat to turn that cheat OFF.

Indeed, those who are saved into memcard, like character status/attributes, inventory/equipped items (this might be potentially dangerous with irremovable quest item and such).

Hard codded information rarely is, like XP gain speed, collision issues and alike do persist in sstates but have good chance to vanish on memcard save.

Anyway, trying to load from memcard is yet the best first step to try and get rid of undesired cheats and mainly for "illogical" codes like is stated in the OP, wrong addresses messed by wrong version/region codes.

If that fails, is almost granted the best "course" is to start anew.

Edit: I typed "curse" for course... but somehow it feels right

Edit 2: Now that I think about it, it's alike the infamous Windows panacea... "reboot". If it fails, reformat.
