hi, i am currently trying to play megaman x7 it works fine and all but the fps goes down to 20-40 fps when enemies are on screen. is there anyway i can fix this? and i use some speed hacks

i have windows xp
dual core processor 2.41ghz
i don't know exactly but the graphics is radeon x1950 series
plugins: graphics:GSdx 890 (MSVC 15.00, SSE2) 0.1.14
sound: SPU2-X1.1.0
Cdvdrom: Linuz Iso cdvd 0.8.0

What dual core? Intel Pentium D, Intel Core 2 Duo, Intel Core i, AMD Athlon X2?

Unfortunately for you, that's not pretty good for PCSX2. You also can't use the DirectX10 mode of GSdx which also gives a large speed boost usually.
All you can do is get the latest beta of PCSx2 and beta plugins from here:
