after 2minutes of play it lags

Hmm, that is a decent setup. Yet the high EE% means your cpu is struggling. I'm surprised by this. Try setting the affinities in task manager to even numbered cores to make sure you are running on separate modules. Overclock where possible and disable turbo boost to prevent fps instability. Use MTVU hack to make use of a third core (remember, pcsx2 only uses 2 cores by default). Also make sure your BIOS has Cool n Quiet disabled. Also make sure your motherboard supports the high TDP requirements of the FX8350, because some don't, causing brutal throttling of performance (my mobo is almost same as yours). Honestly, the FX6300 would have been a better choice overall.

Do you know about my artifacts (only in this game - spongebob squarepants and his friends - I don't find it on the Compatibility List..... and in the internet^^)

Um... for one thing the game you're showing isn't even SpongeBob: Battle for Bikini Bottom. Anyway I can get it to run at full speed with my lousy specs. (in signature).

Comments:

The game plays fine and overall very smoothly. The FPS stays around 59FPS-60FPS constantly.

Bugs:

Shadows underneath enemies, NPC's, and the player display as rectangles/squares this can be fixed by swapping to software mode however this may cost you steeply performance wise.

Yes I'm testing it with SpongeBob SquarePants: Battle for Bikini Bottom and with Spongebob Squarepants And Friends Unite
I disabled Cool n' Quiet Smile

but look at this - low FPS

if the one game is working with D3DX9HW the other game has with D3DX11SW low FPS

yes SW is a bit slow put rendering threads to 7 and that should help you out a bit ...
