Using VU stealing can give false fps and isn't useful for MGS2. Not sure what hardwre you're working with so it's tough to say if it's too weak or there's some other problem

MGS2 requires big hardware to get correct speed and some changing of speedhacks/settings depending on what chapter you are on.

And it's SUPER PRONE to FAKEFPS readings.

If it doesn't feel responsive but gives 60FPS. Then you are getting genuine slowdown or Fake readings.

unless he is not abusing or max-out all the speedhacks that would dealt false fps reading
maxed-out VU cycle stealing has the highest-frequenct rate of dealing the fake fps reading.
