midnight club dub edition low fps on race

huy guys..
I have pcsx2 0.9.8 r4600
on my laptop
this is spec my laptop:
-i3
-2gb RAM
-nvidia g310m with cuda 1GB
-win 7 ultimate 32-bit

and now, my problem is I play midnightclub DUB edition remix SLUS_213.55 NTSC
if on menu screen I have 60fps, but if I race I got 45 or 30 FPS, (lag screen)
I use speedhack EE cyclerate 3; and VU cycle 3..
and I use plugins GS "GSdx 4600 (msvc 15.00, SSE41) 0.1.16 [gsdx-sse4-r4600]" and I set to native on direct3D 10 HW

sorry I don't Know my cpu clockspeed...
and I play from .iso (virtual CD)
yes, my MTVU is enabled.

but still low FPS on race.

you seem to have tried the good things.
your "other way" is to play it on your PS2....
