The save you first posted is for the NTSC version of the game and it's normal for the game to not see the save since you are saying it works with my card(my card contains only PAL saves which means you have the PAL version)

The question is why do you have such message.The game should just say that there is no save for the game,not that the card is not formatted.

Since the card uploaded by tallbender don't have the name that pcsx2 normally use for memory cards,maybe you didn't select the card by first placing it in memcars folder,start pcsx2=>Config=>Memory Cards=>select his card=>click on the Insert button and select the first slot(that game read only from the first card)and the hit ok.

And if you didn't do all that,you were probably still using your cards(pcsx2 comes without cards and once you try to start any game or the bios,pcsx2 will automatically create them but they will not be formatted)
Also mymc can't work with not formatted cards.
To format a card,you have to enter the bios(CDVD=>No Disk=>System=>Boot CDVD (Full or Fast)=>go to the memory cards browser and format the cards by trying to enter each one of them)
