You can't play through lan if the game doesn't have this native function.
Since it seems to work with a private server in your case, you have to use the exact same procedure as if you were going to do it online.
Hence the guide I linked you.

If you are trying to play through lan just like a kaillera client would do, then give up.
Pcsx2 can't do it.
