thats why i am talking about you need a good pc to play pcsx2 on playable speed, but how about the poor gamers who only have a low end pc and want to play ps2 games on their laptop/desktop

if you don't have a PS2, it's piracy, and you don't have anything to do here.

Using a BIOS file with PCSX2 which you have downloaded from the internet or from a PS2 console you do not own is illegal. You must own the console the BIOS file came from (even if it's broken) to be legal.
