It depends what game you're using. The emulator treats region variants as totally separate games. In most cases, you can't simply convert cheats from a NTSC-U to PAL. To use cheats in the PAL version, you must find codes that are compatible with it.

You can onmiconvert and under input, put codebreaker and under output, put raw. You can optionally use vsub's tool to create pnach files from cheats. Here's the link:

It depends on the codes,they may be encrypted by using v1 or v7 encryption method or they are not encrypted(raw)
