I bought a new laptop 2 days ago with CPU Type Mobile DualCore Intel Core i5-2430M, 2800 MHz (28 x 100)
I'm trying to play on software mode but my fps doesn't exceed 30 and I think it should with this cpu
Any suggestions?

first thing to do is set your power plan in windows to "high performance" or "maximum performance", this will stop the cpu throttling for no reason. Generally this is the main problem with laptops running slow.

Ok the other thing you could try, in the gsdx config at the bottom it has extra rendering threads, try it on 2 or 3, see which works best.
