OpenAL is an cross platform audio interface. It functions nearly the same as PortAudio, so including it would be of no benefit to us.

As for D3D and OGL, they're two separate graphics APIs. DorectX is a proprietary interface by Microsoft meaning it will only work on Windows systems, and only they have the code. On the other hand, OpenGL is another 3D specification that can be used cross platform. For these reasons, it's significantly tly easier to choose OpenGL when building an open source project.
