your GeForce 9400 GT is holded up to the limit....i suggest changing your video card to Nvidia 9600~,260~,360~ or gddr3 equivalent models or an ATI HD4600,HD5600..most ATI cards are gddr5 so it worth of try.

if you cant afford it try enable INTC,VU flag hack in speedhack menu, set GSdx to "native" and set Clamping Mode to "None"

if you still cant afford it sorry you must accept the peak FPS speed or get the Intel i5,i7 series and ATI cards 5700~ or 6xxx series.

I'm playing this game right now on an i7/hd5730... the cutscenes will always be laggy unless you have a really good cpu. Don't worry about the intro, let the game continue until you get a chance to fight a battle. Battles work just fine for me even though cutscenes are randomly slow.

Get into a battle and see if you can stomach the speed there.
