(pcsx2 0.9.8) How can i lower the framerate?

Uhm, I am playing FFX and in the chocobo race(final round) at calmland. It's hard to finish this and get 00:00:00 result.

I think lower the framerate will help(max fps = 30)! But I can't see the setting anywhere or just the pcsx2 doesn't support it?
PC Specs:
MB: Asus P8Z77 M-Pro
CPU: I7 3770K @4.4Ghz
VGA: Intel HD 4000
Ram: 2x4Gb Corsair 1600 C9
Screen: Asus ML248H

go under config -> Emulation Settings -> GS then set the framelimiter option to a lower fps (you can toggle it with F4 and Tab)

if you are using an old pcsx2 you might not have that option in that case look for ntsc/pal framerate and adjust that instead.

Yes, I did. But the pcsx2 says 59.94 FPS for "NTSC Framerate" and 50.0 FPS for "PAL Framerate". And I said, I want it max FPS = 30 only...

I wonders the 3 "Base Framerate Adjust", "Slow Motion Adjust" and "Turbo Adjust" are for? Because I have tried, but nothing happen?

Set slowmotion adjust to 50% and while running the game press shift and tab
