Are you trying to run a DVD disc or an ISO image of your game? (not an ISO file IN the DVD, that's not an iso image of a game)

hmmm.... perhaps your version of PCSX2 is corrupted or didn't download right, could you try to uninstall and delete 9.8 and re-download it again? might work, MS Visio 2010 wouldn't launch for me and i had to re-download the .ISO, then it worked (god i love cheap College software, landed Office 2010 pro with Visio for $7 and free VB 2010, well maybe my tuition payed for it but still)+^_^+

Have you tried moving your copy of pcsx2 to a different directory?.

By the looks of it, it's not being granted the approriate permissions in program files. I'd recommmend getting a new svn: here I recommend r5125.

If you insist on using 9.8 uninstall it, do a registry clean with CCleaner, and reinstall it in the root of your drive, eg: C:\PCSX2 and keeping it out of the program files directories. I'd also recommend make the PCSX2 folder a trusted folder in any anti virus software you're running.
