pcsx2 doesn't want to run on windows 8.1

Go to task manager and the the process tree of pcsx2 while it's open, then go to these two directories: C:\Users\your account\Documents\PCSX2\inis C:\Program Files (x86)\your pcsx2 installation\inis delete everything in these folders and try again

add portable.ini to pcsx2 folder
Also it should work fine on 8.1 did you update Direct X? (as well as the vc++ repacks)
Have you recently installed Windows 8? I have windows 8.1 Pro 64-bit and pcsx2 runs with no problems. maybe you need to update some stuff, like Saiki said it might be direct X or vc++
