try setting priority of pcsx2 to high in taskmanager and give it a try.

Try this. Go to task manager and the the process tree of pcsx2 while it's open, then go to these two directories:
C:\Users\your account\Documents\PCSX2\inis
C:\Program Files (x86)\your pcsx2 installation\inis
delete everything in these folders and try again

the one in documents isn't there
the installation one is empty

add portable.ini to pcsx2 folder

Also it should work fine on 8.1


did you update Direct X? (as well as the vc++ repacks)

Have you recently installed Windows 8? I have windows 8.1 Pro 64-bit and pcsx2 runs with no problems. maybe you need to update some stuff, like Saiki said it might be direct X or vc++

Direct X11

OpenGL version 4.6
Current resolution: 3840x2160

Yeah, have you made sure that everything PCSX2 needs to run is up to date? Someone here should be able to tell you what needs to be up to date, I can't.
