I do have this happen when I update my video driver intel hd 4400.
EPSXE got better
PCSX2 got better
but PPSSPP got way worst whit new driver start to drop to 20fps form 60 fps in most of the games

quite easy to understand : pcsx2 and epsxe both use (most of the time) directx while PPSSPP uses Opengl.
CPU : AMD Ryzen 7 3800X

maybe PPSSPP options offer a way to somehow speed things up. but I don't know them.
