No, and there likely won't be for a long time. We don't have manpower to even work on the PC side, let alone do a port.

No phone has enough processing (and graphical) power to even run the least demanding PS2 game there is.
There are plenty of PS1 emulators for Android, though, feel free to try them out (you can find them in the Google Play Store).

See the above post.
Smartphones don't have a processing power that is as good as a PC and the opcodes of Android are different than the PC ones. We CAN have a PCSX2 for Android, but maybe for the next 10 years ...
