there are multiple symptoms w/c are:
*burnout 3 can be heavy demanding suggest to play on the real ps2 instead.
*are you running in batteries
*check your base temperatures run Coretemp and pcsx2 simeontenously about an hr. to read the pcsx2 temps. if it's goes beyond 90C you in trouble.
*passive programs are running or currenly scanning e.g. antivirus

Your cpu isnt that good, It only has 2 cores so you want be getting the full 3.1 turbo or get the speed boost from the MTVU hack. Bottom line is your laptop isn't powerful enough

My non-gaming laptop has the same processor as yours.
My i5 auto overclocks when it detects high load so I'm assuming that since you have exactly the same model, it will do exactly the same for you since I haven't messed with it at all.
If you don't believe me, search for the Intel Turbo Boost Monitor in the Start Menu.

This NOT how intel turbo boost technology works.
It actually increases the cpu speed when not all cores are used.
Since pcsx2 uses from 2 to 3 cores (with mtvu hack enabled), tuebo boost will not be very effective on a quad core.

There are multiple states for TurboBoost, and the first state relies soley on the TDP to achieve a multiplier increased overclock to ALL cores.
the second state requires cores to be placed into the C6 state.
