iv read you need to open this file to change manually PCSX2_vm i do this for e.g. change pal or ntsc frame rate and when i reopen pcxs2 it does not do anything and its like its blocked. can anyone please help ?
im using the new pcsx2 official release r5350

What do you mean by blocked exactly? You could just tick 'Disable Framelimiting', or use 'Base Framerate Adjust'?

I just edited the PAL framerate from 50.0 to 60.0 in the pcsx2_vm.ini as an experiment and it worked perfectly fine. Are you sure the values are saving when you edit the .ini?

setting PAL at 60(64)fps causing the sound feeling a like fast forward.
PAL must be stay at 50 fps.

Use Async synchronizing mode from SPU2-X if you want to play at higher speed than normal but still get normal sound speed
