Apparently, it looks like the cheats aren't working for the OP.

Make sure, you have checked the enable cheats option in the drop down list of the system menu and also please specify the games name as mentioned earlier.

I don't know the convention of pnach files but I think it should only have one gametitle and one comments node...
Better to comment those 'comment=' line by '//' -> '//comment='... Just to be sure.
