Programs naturally run faster over time with faster hardware, and faster hardware will always be coming... but incompatible code will always be incompatible no matter how fast computers get.

There's not really any accuracy/speed tradeoff. Some optimisations are hacks which will lower compatibility but we always make those options in the GUI. The PS2 does not benefit from cycle accurate interpretation, unlike the SNES.
