Mobility has it's price, of course.
It's an individual's choice as to whether or not it's worth it.
The only point to be made here is an obvious one; mobile hardware will be a toned-down version of it's desktop counter-part.

Not strong enough?
Now you're only right if you include "for everything" at the end.
Mobile hardware capable of full speed emulation of many games for years now, and I'm not talking just "games that don't need a strong CPU" to run. The processor of my laptop I bought over 2 years ago now actually qualified as too strong for submissions to that thread.

And if you wanna talk prices and performance now,
I've seen a laptop stronger than your desktop selling at ~$800.
(big thanks to the processor performing at 3Ghz like yours would at 4Ghz.)

FWIW - If you already have an i7, and you are certain it's having a negative effect on performance (it can happen, but not necessarily), do not switch to an i5 to escape Hyper-threading. It is a feature that can be disabled.

Your system is decent, but games you've mentioned will surely need some Speedhacks for any chance to run well.
I don't think you'll get the best results in the end with MGS games.
Wrestling games can be slow, especially with multiple wrestlers on-screen.
God of War probably won't ever keep full speed, and often will not reach it.
Some DBZ games are heavier. The older Budokai games are worse, but DBZ:BT3 should be possible.

Make sure you keep the internal resolution low (like on native).
And make sure you're utilizing some Speedhacks when games are slow.
Try using as few/little hack as possible, though.

these are my laptop full spec.
i m using psx2.0.9.8
tried sum changes in settin like increase cycle rate, ps2 native resolution selected,used SSE2 SSE3 SSE4.1 gdx plugin. still my game runs at 29-33 fps
i tried games like Dragon Ballz Budokia 3, Smackdown Vs Raw 2009 God Of War MGS Snake Eater all these games runs at 29-33 fps.
all downloaded iso games.

if you could help me with complete psx2 config with my laptop spec i wud be reall greatful 2 you.

i really wana play these games as u know my mentioned games are not avalaible for pc
