sakura wars-so long my love sound stuttering issues

I decided to try out sakura wars-so long my love because the art work reminded me of the tales games, but there is a problem. Whenever is start it up, when the games opening sequence starts, the sound starts to stutter like crazy. i tried playing around with the sound to see if i could fix it, but no dice. So i decided to press on thinking maybe it was just the opening that has the problem, but no, even during the first cut scene. Is it a problem with the rip, the emulator, or just my pc?
My specs are:
system model: inspirion 13-5378
processor: intel core i7-7500u cpu @270GHz
installed ram: 8gb (7.75 usable)
sorry if this info isnt enough, im a total rookie with pc's

thanks for the tip, don't know much what it's talking about spec wise, but i guess that my computer is under powered for it maybe?
