you can increase internal res.
but I doubt you'llget good results with that weak GPU.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

Maybe just a hint: That cpu does not have 8 CPU's and not even 8 cores but can handle 8 threads at the same time but some performance is share between sibling-threads.
Still you can try to play around with the internal resolution in the GS settings (make sure you used the highest instruction set - SSE4.1 and select the dedicated graphics unit). Native x2 or custom resolutions you can try. There is the possibility to use skipdraw to kill some post-processing-features to reduce the load. But this might look worse than with lower resolution.

Do what they said but you may also want to set VU Cycle Stealing to 2 if the game is running too slow.
To get there :
Config>Emulation Settings>Speedhacks
Lenovo Y50-70 Gaming Laptop
Intel Core i7-4720HQ @ 2.6Ghz - 3.6Ghz Quad Core
Nvidia GTX 960M 4GB
8GB DDR3 Ram
15.6'' Full HD 1920 x 1080 IPS
Windows 10 64 Bit
---
Intel Core i5 4670 @ 3.4Ghz
Gigabyte H81M
Gigabyte Radeon R9 280X 3GB
8GB DDR 3 Ram
1TB WD Black
Windows 10 64 Bit
Phillips 23.6" 1920x1080 IPS

here let me put it this way. my comp plays other games that r not emulated (skyrim, burnout paradise, oblivion) with perfect graphics and no problems at all. what im confused bout is my pcsx2 is having such a hard time having good graphics on my comp when very high end graphical games such as skyrim work 100% no problem. i have an alienware made for gameing
