its not our job to dig threw the ops other post/threads to find out what there exact specs are. which why it was ask in this thread.. which why when people ask for help we ask for specs, If people put there exact specs in there sig like some of us thing would be lot easier.
Anyway that has higher stp then my cpu so unless he has speedstep enabled ( in which case turn off in the bios or se Max/Min processor stats too 100% in power schemes), and isnt using max performance for the gpu or atlest has a profiles for pcsx2 set to max performance. that pc should run things fine for the most part
