*that ordinary P4 doesn't have the latest archetectures and it's a solo-core making it too weak to run pcsx2 and addition you didn't post your video card looks highly-possible it's a build-in GPU...then there is no chance Near 0% chance to run pcsx2 that well.
*is your new PC can be refunded when returned btw??

maybe he get that thing on a surplus and has more likely he been tricked nor scammed thought P4 is a new PC.
