Indeed, if you have a weak video card, otherwise you will not receive an extra fps.
Try set priotity to high.

No,it can't. Your PC is simply slow for PCSX2

Maybe yes maybe not,as new versions are released,more things are getting emulated,usually resulting in lower speeds

I sometimes wonder why people insists so much on running the emu in low end laptops.

It's almost useless, you won't gain playable speeds with that CPU and that GPU, give it up... or you can try using speedhacks and vu skip, but I doubt you can get something much better than the present you get. And you're confused, your CPU runs at 1.80 ghz, this doesn't mean you have 2 cpus at that speed, "multiplying" it by 2, no. It's just 1.80 ghz.

You won't have "fps up" with newer graphics plug-ins. Your PC is too slow, face it already.
