Were you running it from the disc or a ISO? what CDVD plugin were you using? system.cnf not found sounds more like you did some step wrong could be a bad ISO if you made one.

Oh nvm, I got it. It's the ps2 bios, needs to be japan.

erm, bios region has nothing to do with it. that will never effect it.
