The reason it's running at 60fps is because it's not rendering anything (IE it locked up).

There is simple no way of getting around the fact that that processor is too slow for that game.

In the beta try setting the "VU cycle stealing" speedhack to the max, this gives a pretty big boost on Tekken 5.
