This is just the way the game is, happens the same on a PS2 and a TV although maybe to a lesser degree due to the low resolution there.

your specs are killing mine and I play on Pcsx 0.9.7 just fine lol

Its important to run synchronizing mode on Async Mix
Im not sure it matters but I use Linuz Iso CDVD 0.9.0
P4 runs Beautifully for me under these settings
(Im not using the SuperVu recompiler legacy) [speed hack could be causing those blurs im not sure, i dont get those]
