considering ive seen videos from people with much worse specs running this game at a constant 60fps.

worse specs how? An i5 2500 would perform roughly as well as the ryzen you have... If you're overclocked... disregard (looks like you have a mild oc.. ). My 6 year 3770 will noticeably outperform your ryzen in pcsx2.. you'll probably out perform my 3770 in modern gaming... The real aspect to consider when checking specs for pcsx2 is single thread performance.. and intel is king of that.

Make sure you're not running excessive aps i the background.. Check your performance profile....

those videos are probably recorded straight from the emulator, so it will always be a constant 60fps, even if their game was actually running at 2FPS when they were recording it (extreme example, but still applies)

What are your EE, GS and VU values when the game is running slowly?
